Most of the choices listed here are wire racks, some of which have mats or other solid surfaces lining their shelves. The ones that don't are better able to let water through, and are less likely to accumulate dust, debris, and dead bugs. The downside, of course, is that smaller objects can fall through the cracks. Whether or not you need a liner is up to you, and will be determined largely by what you hope to store on the rack. Don't forget that you can always purchase liners at a later date if you decide you need them. Then again, if you're looking to wrangle a large quantity of small items, you might be better off going with a steel storage cabinet instead.
A few models, like the Topeakmart Garage, can be disassembled and rearranged into multiple configurations or even multiple units. While undoubtedly convenient, that ability didn't factor much into our rankings, as we were more interested in finding the single unit that performed its job the best, not the one that could multitask most capably.
One feature that did factor into our rankings, albeit slightly, is the ability to put the rack on wheels. You'll notice our top choice can be used with or without casters; we feel this adds to the core usability of the piece, and so gave wheeled units a slight bump.
